At launch time NCWest tested stability of the servers and was initially operating with a capacities of up to 500 people online. They were increasing it slowly until they reached their current capacity. That's why we had queues just after launch. However, the queue numbers weren't correct. This could be caused through a change to the configurations of the login server.
